Representative Kubina objected and withdrew the objection. There being no further objection, it was so ordered. Amendment No. 1 was offered by Representative Brice: Page 3, lines 2 and 3: Delete all material and insert: "FURTHER RESOLVED that activity be conducted in a manner that protects the environment, uses the state's work force to the maximum extent possible, and occurs without alteration of the current provisions of the Mineral Leasing Act and the Alaska Statehood Act distributing to the state 90 percent of royalties from oil, gas, and mineral leasing activities on federal land in the state." Representative Brice moved and asked unanimous consent to withdraw Amendment No. 1. There being no objection, it was so ordered. Amendment No. 2 was offered by Representative Nicholia: Page 1, after line 14: Insert: "WHEREAS the coastal plain of the Arctic National Wildlife Refuge comprises a core calving and nursery ground of the Porcupine Caribou herd; and WHEREAS the Gwich'in Athabascan Indians of northeastern Alaska and northwestern Canada have relied on caribou for subsistence for thousands of years, and continue to subsist on the Porcupine Caribou herd, a herd that is essential to meet the nutritional, cultural, and spiritual needs of the Gwich'in people; and" Page 3, line 3: Delete "." Insert "; and be it FURTHER RESOLVED that the Congress join with the state in providing strict standards to ensure the continued health and productivity of the Porcupine Caribou herd, and for the protection of land, water and wildlife resources during the exploration and development of the coastal plain of the Arctic National Wildlife Refuge." Representative Nicholia moved and asked unanimous consent that Amendment No. 2 be adopted. Representative Rokeberg objected. The question being: "Shall Amendment No. 2 be adopted?" Insert "; and be it FURTHER RESOLVED that the Congress join with the State to require that Alaskans be given at least 80% of the jobs arising from the exploration and development of the Arctic National Wildlife Refuge."
